How important are GPUs these days?

Ref. my signature. I'm coming from a time when it seemed that CPU Speed was everything.
-Will a guy like me notice the difference between an AMD 64 3000+ and a 4000+?
-How much CPU power is used while gaming?
-I understand that GPUs are very important for gaming, but for what type of games?
I'm not into First Person Shooters, but I do love real time/turn based strategy's like C&C Red Alert, War Craft/Star Craft, Civilization, AOE, etc. I know these are old titles, but they all ran fairly nicely on my Current Computer(sig), and I'd like to run similar titles(modernized) on my new computer that i am researching.
I also like Sim Games, and I found that Sim City 4 was just out of reach with all graphics down.
My assumtion is that for a game like Sim City 4, graphics are important, as well as a good CPU.
-But is a CPU more important/equal/or less important than a good GPU? What about other titles/genre's? (maybe some I forgot or did not mention)

-Will a 3000+ run basic windows applications noticably slower than a 4000+?
-What about if I have 3 word docs, 3 excel docs, 6 Firefox windows, Mp3's playing and burning a cd? (most extreme non-gaming senario)?

A starting point system was created for me by Preator, (thank you). And after researching all the parts more and finding out more about what is basically out there, I want to customize this setup, or use it excatly how it is:
--AMD 64 3200+ (venice) 1GHz FSB 939.
--DFI nF4 Ultra-Infinity
--Xclio 450W psu 30a @ 5v.
--1GB PNY (2x512) PC3200
--Saphhire X300SE 128MB

Should I consider SLI? Or are the GPUs too expensive for my needs? Im trying to keep this system down around $500.

I will be using my current hdd, floppy, cd-rw, etc. and am looking for a cheap black, case and I think i found one.
 
CPU's used to dominate gaming, and all you needed was video memory. Now, vieo cards come with there own "GPU" graphics processing unit" to help the CPU process all the information.

I'd say for gaming your GPU is the most important. You can have a $1200 CPU, and games will still run like crap if you're using a card like mine in my sig. The vid card really determines the type of games you can play and which games will run best.

Your hard drive will be a huge bottleneck on your new system, i'd definetly get a newer one.

That's one of the newer ones yes, it's blazing fast. They have come out with 15,000RPM drives (i'm going to guess yours is 5400 or 7200RPM?). Actually SATA2 is jsut out recently and also very fast. But don't go buying a $400 HDD lol...an ATA133 7200RPM drive is what I use and its fast enough for general usage. You might consider a SATA drive for faster load/access times and they are great for gaming.
 
well with your graphic card you're not going to get anywhere, my friend has a X300SE and its crap. I suggest you get something like a X700 or a 6600GT
 
Seeing as he's probably not gonna be playing the latest games, and none of which will be FPS...i think the X300SE won't be too bad. The only REALLY demanding games out now that are *new* are almost all FPS style games (F.E.A.R. , HL2, Doom3, BF2, etc.)
 
So when you check the Suggested Requirements for a specific game and it just specifies an amount of Video Card Memory, Would a better quality video card require less memory to run? Would a pci-e card work a ton better than an AGP?

don't forget aoe3 .. it can suck on my computer sometimes.. :(

it's also a case where the cpu is actually important...
