How op is 16 gigs of ram?

I am going for a AMD FX-8120 8-Core Processor

I'd say an air cooler such as a Cooler Master Hyper 212+ would be fine.

Would I need water cooling if I was going to overclock it?

No water cooling is not essential, a good air cooler, like the 212+, will be fine for overclocking with. I have my i5 at 4.3GHz with a £20 air cooler (Freezer 13 from Arctic Cooling).
