How to change core voltage?

Hi, I'm new here and i apologize for grammar mistakes. The problem is flashed the mainboard bios but still didn't get any options to change the cores, drams voltage. Can I change the clock ratio multiplier from windows, now it's 13.5 or is there a lock on my computer. Core voltage is 3.25. Are there any programs to change the voltage and clock ratio multiplier from windows, not rebooting and entering bios, and I'm curious can i change the whole bios menu by flashing it. Phoenix - AwardBIOS v6.00PG
 
I think I have to get another mainboard with a better BIOS, or is there a way to completle change the BIOS?
 
you could load a different companies BIOS

you may unlock a few features by flash updating your bios, but dont hold you breathe. What board is it?
 
I have the last update, but it's an older mobo they don't have any more updates, it's a VIA KT400/A Chipset Socket A MoBo, MS8147C Series
