How to change the window color in vista?

I knew how to change the window color before with this menu:

but I just did a fresh install and now if I go to there, instead of showing that, it shows this:

so what gives?

nevermind I figured it out...when I first booted the comp it didn't enable Aero...did that, and now I can change the colors
