I just want to have another local disk on "MY COMPUTER". I used to have 2: "C" and "D" but I it became one when I installed Windows 7 Home Premium. Just let me know what information u need. Thank you.

In normal situations, Windows Disk Management is good enough to handle any partition operation and certainly for the job you have to do.
Installing a new second internal harddisk is peanuts for Windows, because partition "C" already exists, you only have to create a second partition "D" on the second harddisk.

In rare situations, it's good to have a partition manager on diskette or CD or DVD.
These rare situations are usually caused by an attack of a destructive malware.
When you can't boot in Windows anymore, your Windows Disk Management" is worthless and then you need a partition manager to repair your corrupted harddisk(s).

The worst situation, I've seen, was a user, who ran a destructive malware intentionally on his computer as a test, which damaged his harddisk.
After the attack, he couldn't
- boot in Windows anymore.
- restore an image with his Recovery CD anymore
- re-install Windows with his Windows Installation CD anymore.
Only his partition manager on CD worked and saved his skin.

In addition I also have a tool on CD, to zero my harddisks completely in order to remove any trace of a malware and to make my harddisks as good as new.
In general you have to be prepared for the worst disaster-scenarios and you have to do this, while you still can.
In most cases users, who don't care, will learn this the hard way.
