how to cut songs into parts?

you see i want to get an mp3 cut into a small portion of itself so i can set it as my ringtone for my phone.

any ideas on what program i can use?

you may need to download LAME, im not sure if audacity supports save to mp3 out of the box due to the whole gpl + patents situation
