How to enable Quick Sync?

My 3+ year Toshiba has i7-3630QM CPU. According to Intel's website, it supports Quick Sync Video.

I tried to turn on (activate QSV) and the instruction said to "Enable your Intel Integrated graphics (iGPU) in your BIOS.".

I reboot the machine to go into the BIOS setting but could not find where to Enable the iGPU.

Please help.

Unless your laptop has a dedicated video card also, then its already using the igpu.
