How to fix this

I have a Dell desktop series 4550 I think and when you turn on the computer a black screen comes up and says that its missing a file and can't boot up. Do I just need to install a new OS but how would I do that without the computer booting up? So does anyone know how I could go about fixing this?
 
file name?

what is the file name it lists? You change the boot sequence to go to the CD drive before the hard drive in the bios and put in the install cd into the drive u set up to put a new OS w/o booting to an exsisting OS
 
yea, im just pointing out that if that dosnt work right away, ull have to change the boot sequence in the bios
