How to format C: ???

Of course you can't format the drive windows is running off of. Assuming you're just going to reload windows, why not just format during the install process?
 
Formatting a drive with the operating running isn't possible. If you have the installation disk you boot from that and proceed to the installation point. Once you pressed the enter key to start the installation you will have the option to delete the current partition on the drive by first pressing the "L" key and then the "D" key on the next screen to confirm this.

Note this will wipe everything off of the drive at that time. Upon going to reinstall Windows look at the installation screen again and notice where it show the amount of drive space available. You simply answer yes to have the installer create and format a new partition.
 
Because last time, i've done it from the installation and some old programmes where still there (and its not some that windows install). So how to format it from a boot drive?
 
It sounds like you converted not formatted the drive from Fat32 to NTFS there. That would explain why you still saw the same programs remaining. A format of the drive will wipe it clean. Windows will be gone as well as the old programs you want removed.

By removing the old programs and their folders you can avoid wiping the drive. You simply right click on the folders and send them on their way. If they are in the program menu go to the control panel first and use the add/remove option there to uninstall them.
