No, unless someone gives you a copy. You can get a 30 day trial of Photoshop Elements. You can also buy secondhand copies in places like eBay - to make that legit you have to have the licence transferred. No licence and it's probably a bootleg copy.

Returning to the original request, most people start with some project in mind like improving some photos or creating a poster. Simple browsing of the menus for 20 minutes to see what's there and playing around will get you going. When you run into a brick wall, then you go to the Help or online tutorials. There are "How to" guides within Photoshop, at the bottom of the Help dropdown menu in my version.

It helps if you have already played around with simpler graphic editors. I always got a free one whenever I bought a new PC.
