how to maximize all windows

how do i set up that when i right click and open in new window to get it to popen maximized ? it always opens new window either almost right or a little box in the middle of the screen. i always have to double click on top bar to get it to maximize. its just annoying. thanks

i know if you go to properties on any windows program on your desktop.. There is an option to maximize on open. Try that.
 
this doesnt happen when i try. i have Win 98 se i thought i heard somewhere to close the maximized window while holding shift or cntrl but neither works for me if i right click and open new window. surely someone knows if this is possible.
 
i know how to do it in IE, maybe it will work for other apps
# Open a single Internet Explorer window to the smaller size.
# Drag the corners of the window until it completely fills the screen. Do not use the maximize button to enlarge the window.
# Hold down the Ctrl key, keep it depressed, and using the mouse click File and then Exit on the menu bar. Do not use the "X" in the upper right corner to close the window.
# Internet Explorer should now open in a full window.
# If it still opens to a smaller size repeat the above instructions, substituting the "Shift" key for the "Ctrl" key.
