how to repair windows without the start-up disk?

is this even possible? my moms computer is messed up and she doesnt have the start-up disk. I am a computer newb so any help is appreciated.
 
If you're running Vista, follow the steps in this guide. You'll be able to burn all the necessary repair files onto a DVD. It doesn't allow you to reinstall though.

problem is when i try to install anything. like today it was the scanner, and the last few days, its been world of warcraft. I had burning crusade(1st expansion) and i upgraded online to lich king, but for some reason the game would not download, would throw a c++ runtime error, and even though i followed all the steps provided in the tech forums for wow, it still would not download and install, even in safe mode. So i got a refund and tried to downgrade back to burning crusade, and now if i do it with the disk, i get a message saying there is not enough room for the patch,(and i had the latest patch downloaded and installed as well). It showed that if i downloaded the game from blizzard, it would take elss room, so i tried it and it will get 3/4 of the way done and it throws a fatal error message, which it did with the scanner today as well. I finally got the scanner to install but wow simply wont for whatever reason. I have more than enough HD space for all of it, i already have a new larger capacity HD coming from newegg, but my friend thinks windows may be corrupt. So now im asking if i "upgrade" to vista, would that fix my problem, if indeed windows is corrupt. btw i have windows xp sp3. and all the major, and most optional updates already. I owuld prefer to not go with vista as ive heard bad things about it. So can i reinstall xp without the disk? and if so how can i
