How to resolve this

Whenever I restart my laptop mouse and usb hubs dont work, then I need to go into device manager uninstall and install PCI.
After that all work fine.
 
Start an elevated command prompt and do an sfc /scannow. If no corrupt or missing files were found then may have to do a repair install of the OS.
 
Looks like it didn't even complete the process, says only 8 percent. Looks like you'll need to reinstall windows fresh or at least maybe a repair install. Has it being doing this for quite some time or did it just start happening?

After install VS Community 2015
 
Do a system restore back to a day when it was working correctly. If that don't solve it then you will most likely have to either do a repair install or a fresh install.
 
Are you saying you disabled system restore? System restore has been included in all windows operating systems since Windows XP. What operating system are you running?
 
Windows 7 Pro x64 but I'm desable system restore because backups eat my hard disk...
I dont know what to do anymore
 
You should never disable system restore unless you have a backup solution set in place. You can change the amount of disk space system restore uses anyway. Looks like you will be reinstalling windows fresh now.
 
I tried now pro full version and nothing...
At morning I tried to install Visual Studio again and see what is happend
