how to stop downloads!?! HELP!!

hey guys, i have a problem with my other family members in the household downloading random garbage off the internet, click advertisements, ect ect.....

is there a way i can setup XP to not allow downloads or installs or anything like that? is there a program or just a setting in IE to change that wont allow any downloads so they dont get 38484860042:eek: things in the damn icon tray??:mad:

set up security policy for that account. you can make it so you can download stuff but it can't install on the os. take away the accountsw administrative priviledges that is if you own this computer.
 
Maybe you can create a new powerfulless account from the kids which can restrain their behavior.But honestly I dont know the details.
