I just wanted to know if I could tell that my computer doesn't have enough power because it doesn't turn on. And when I flip the switch off on the Power Supply the mother board light goes off then blinks once. Just wanted to know how I could tell. If someone could let me know would be great thank you.

The way to tell for sure would be to disconnect everything except for the motherboard and see if it powers on.
However, what you're describing would more commonly be associated with a faulty motherboard or power supply rather than an insufficient power supply.

If you had a lack of power you'd experience system hangs and issues. I know as my old PSU started to die I couldn't power as many devices, and it wouldn't boot after a while but it would power on.
But as Pohtaytoez said, it's probably a defective PSU.
