How to underclock

It will underclock itself when you're not doing something that requires a lot of power. No need to mess with it.

With Intel, this process is called Speedstep. Cool N' Quiet for AMD.
 
The same way you overclock it. Go in bios and reduce the FSB.

Assuming the laptop's BIOS isn't locked, many are to prevent people killing the laptop by tampering with things they don't understand, or even just because the board can't handle overclocking. Which laptop?

EDIT: Also, as Drenlin posted above, CPUs have built in features that underclock them when they are not doing much.

It's a Toshiba with an AMD Turion Dual Core. It's running hot all the time, and I'd prefer NOT to add a cooling pad with fans.
 
If you are comfortable wit taking it apart, it would be a good idea to blow out the dust from the heatsinks. If not you can just blow through the vents to clear it a bit.
 
salvage-this, i am comftorable with taking apart my laptop. so i can try this and see all the dust bunnies reduce laptop temperature.

reccomendation, also sand down heat sink assembly with fine grit sandpaper to a mirror finish and apply arcticsilver 5 thermal compound. then put laptop back together.
