How well does DPI scaling work in Win 10?

When you increase the DPI (or whatever you do for scaling in Win 10) does it apply to the GUIs of programs, too? This was the problem in previous versions of Win, the DPI increase would not apply to program GUIs.

Also, generally, does it work well? Are there issues, if you increase it by a lot, of text flowing out of boxes and stuff like that?
 
Seems to work pretty well, my htpc defaulted to +50% dpi on our TV with win10. It is consistent enough to just feel like a lower resolution.
 
So its not all programs that have their GUI react to the DIP change? Would you say it works for most programs or minority or what?

Do the popular web browsers scale well?
