HP Laptop is connected with internet and can ping, but browsers aren't working

Running a HP Pavilion netbook on windows 8.1 and chrome spits out "connection reset" when I request a webpage. I can ping websites using CMD but little else. For the first 5 minutes on startup I was able to get a page to load such as google, but it soon reverts back. I'm connected wirelessly to my home internet with more than enough signal. Can anyone shed light on this?
