HP Pavilion dv6 Installed RAM Issue

Hi, I wondered if anyone could help me understand this: Installed RAM 16.0 GB (15.9 GB usable)? When Iooked at my other laptop, the installed ram doesn't read like this, just states I have 16GB of ram.

This is my PC specs:
Processor Intel(R) Core(TM) i7-3610QM CPU @ 2.30GHz 2.30 GHz
Installed RAM 16.0 GB (15.9 GB usable)
System type 64-bit operating system, x64-based processor
Pen and touch No pen or touch input is available for this display
Edition Windows 10 Home
Version 22H2
Installed on ‎21/‎12/‎2023
OS build 19045.4170
Experience Windows Feature Experience Pack 1000.19054.1000.0
Nivida GForce GT 650M 2GB

Is there anyway to change this so my usable ram just reads 16.o GB or is this normal for a 64-Bit operating system?
 
The iGPU slices off a little bit for itself, might depend what's in your other laptop.

My garage laptop shows similar behavior, with roughly ~522 MB out of the allocation
