HP Win 7 Loads to Starting Windows Screen and Reboots

My windows 7 boots up fine to 'starting windows' then it just restarts, I've tried booting with win 7 disk and doing system repair but it ran for like 18 hours and was frozen, don't have a system restore date.

Any suggestions on what to do?
 
boots to the same in safe mode, starting windows then reboots. I get a warning as soon as I turn the machine on if that helps, had it for a while now.

"the system has detected the storage capacity of the battery stated below to be very low, this batter must be replaced."
"Primary Internal battery 601"

Its been coming up for weeks though when the machine worked fine

That would be the main battery. Go into the bios and see if there is an option for a battery test. Have you been changing settings in the bios? Look to see if there is an option to change the sata controller setting. Should be in ahci mode not IDE/compatibility. Wrong setting will cause this sort of issue.
 
the only option I can adjust in bios is the date, password, memory test, language, fan always on and boot options. everything else is greyed out
