HSF not functioning properly

I just finished building this computer:

There are a few complications, the machine turns on but when turning on the HSF starts to spin, and completes maybe 10 revolutions before coming to a stop. Every other fan is still spinning and gaining speed to get to operating RPMs. When the computer is shutting down the HSF spins about 3 times then stops at almost the same time as the other fans. It is the stock fan, and this build is for my dad so I'm trying to keep it as cheap as possible, and if we can avoid buying another fan that would be great. I will put up other threads for the other issues so that this one can stay on the topic. Thank you for any help!
 
Does it remain not spining even after the computer being on for awhile?? Modern CPU's/Fans have a feature to save power, the fan will only spin if it needs too.
 
Wow I feel stupid haha. That never occured to me, and being over protective of it I just shut it off after 2-3 seconds of being on just to make sure it didn't overheat since I have no way of monitoring the temperature. Under no stress what would you say is a safe amount of time to leave it running with no fan?
 
I will do that after I can get a picture on the screen to install windows. Thanks for the timeframe though, that gives me an idea of what is safe and what isn't.
 
Problem fixed, I was confused about the CPU power plug, and had nothing plugged in there lol. I feel real smart about that one :)
