I Can't Install Oblivion Or Fear

When I try to install either game it starts and then just sits there. And it doesn't get passed the first file. In Oblivion that file is DXSETUP.dll or something. I'm thinking that since DX9 is the most reasonable problem that is in both games that there might be a problem with it.

And this is after a fresh reformat
 
You might have to install direct x 9 again and see if that works otherwise you might have to update your videocard drivers and see if that works to.

I'll try to reinstall DX9 but I highly doubt it's videocard drivers scince I just got them from ATI.com about an hour ago.

Wow I didn't think that would work because of how simple it was, but I guess it's the simplest things that get you in the end. Thanks a bunch.

So Reinstalling DX9 worked cool. Your Welcome. Dont feel stupid it happens to all of us some time.
 
Now for my problem lol, youve probably seen this b4, but when i try to install Obliv or bf2 (dvdvers) I get a D:/ is not a valid Win32 Application. I can play cds fine, and dvdmovies too... I made sure I got the latest drivers, and even tried w/o them. I have a Lite-On 52x32x52 CD-RW 16xDVD-ROM and a Sony 52x32x48 CD-R 16xDVD-ROM. I still cant figure this out...
