It (could) be that since you have the P4 overclocked and its a ECS motherboard, it might not have a locked PCI/AGP bus and you have the PCI and AGP bus stressed out. 33/66 stock, AGP cards dont like the bus overclocked and running it at even 69 or 70 mhz can make the performance go down.
You sure it running in X8 or atleast X4, theres a chance that it could be running in PCI mode. If it is you might need to update your chipset driver for the AGP port driver
