I E question

I was wondering if there is any way to make one I E window stay on top of another constantly. Kinda like you can with some media players, so that even if you click outside of the window on another thing it doesn't minimize.
 
I don't know if it exists but I guess it could be possible to lock a window...

I clicked on help in IE and searched around in there but I couldn't find anything, but I did not google it.
