LAGGING GAMES:

GTA IV - 10-20 fps = this is a friking garbage game

With those specs, no wonder GTA IV is lagging, it is a very demanding game. It used to lag on my I3 desktop too. GTA V will never run on this. You need to either upgrade or build a new computer. Let us know which of the options you choose.

Have you done any general cleanup to your system such as run Ccleaner, scan for malware? If some games used to run better and now they don't, you can try upgrading the video driver, check your cpu temps. If all else fails, a fresh install of windows would be the next step.

thanks but my dad wont buy me
Sounds like you're stuck then.

Which specific 5500 is it? Also what does 'using 4870 software' even mean? The driver set is unified and works across generations. If it's a 5550 or similar card it's going to suck no matter what you do.

i dont know i think for the specs it's good

The CPU is about 10 years old, the GPU was low end when it came out about 6 years ago. 3 GB isn't a large amount of RAM anymore. Everything's just getting old, man.

I assume by this comment you are young.. like 13-15 range Im guessing.. have you considered making a deal with your dad like do some chores, mow the grass..etc. and earn some $$ for upgrades.

Parents often respond better when approached in an adult manner

Yeah I am 13 years old and even I have my own money my dad won't let me buy anything

I think you need to try reinstalling Windows and see how it goes. If your games were running OK and now they're not then reinstalling Windows would be a good place to start. Have a fresh start.

GTA IV and V will never play on that low-end Radeon HD 5500 series card though. GTA V calls for a Radeon HD 4870 at minimum. The 4870 is a really old card now and I bet that GTA V doesn't run too great on it, but a 4870 is a lot faster than what you have. The recommended cards for GTA V are the GeForce GTX 660 and the Radeon HD 7870, both of which are much, much faster than what you have. The 7870 they recommended is not the fastest card in the world and it's 4 years old now, but you can see how much faster it is than the 4870 they recommend as an absolute minimum here (it's about twice as fast): http://www.anandtech.com/bench/product/513?vs=548 and the 4870 is likely more than twice than fast as what you have. They also recommend an i5 for that game so your CPU is also nowhere near powerful enough for it either.

You have to be realistic about what games you can play. Your PC is by no means a high-end gaming machine but if you say some of the games you play were running OK on it and now they're not then reinstalling Windows is a good place to start.

I want to buy an
Intel i7 6700K 4.0GHz
NVidia GeForce GTX 980 Ti
16GB RAM
1TB Space
You don't need to buy a $2k gaming rig, even a $600 PC would be a huge upgrade for you.

And what do you mean you have 4870 software? The drivers are the same across many different cards, installing drivers for a 4870 won't make a difference.
