I have to start/restart my desktop about 7 times before I get picture

I have this weird problem where I have to start and restart a Dell Dimension 4700 computer multiple times before I get a picture. The monitor initially looks bad, vertical lines, but then after a while, it works, I get the initial bios message, and then the picture is "perfect". The screen stays on for as long as I want it to stay on. It's almost like I have to "warm" something up. It's weird, any thoughts? The monitor is an emachines, 19" 900W
 
Your onboard video or memory could also be going out. Try a different monitor to see if you still get the lines. If you do then its something with the pc.

Also might want to try a different vga/dvi cable
 
Thanks johnb35, oddly my laptop can't output to this monitor anymore. I'm not sure if it's my laptop in this case or if it is the monitor. I only have one monitor at this point but thanks for your suggestions.
