I wanted some help on:

A) Cable management ( I heard you can use electrical tape but idk were to start as you can see)

B) Cooling ( my computer runs at 60 C idle so I need some more fans... I was wondering if adding a fan to the front blowing air in and another were the air duct is blowing air in will improve cooling...the fan pictured is blowing air out..... the only fans blowing air in are the CPU one and GPU one ...thanks.)

C) Spraypainting (I want to spray paint the inside flat black.... anyone have a tutorial somewhere so I can do it right?)

Cable management- Use zipties, not electrical tape.

B: Get rid of that side "vent" thing and get an aftermarket heatsink

C: A few members on here have painted their case, i know Scout has painted their case, could try sending them a PM or visitor message.

ok thanks....what about adding more airflow into the case? Should I buy another 2 fans or just get the heatsink?

The S1283 is more than enough for that cpu, the only air coolers that really outperform it are the TRUE-$70+ cost of fan(s), The coolermaster V8 by a small margin ~$60, and the high end nocturas($80 or so). Although, this is better than the standard S1283, its a higher up version of that cooler that includes a bolt through retention mechanism over stock intel pushpins and is nickel plated:

not trying to spend too much on this computer but I want it too work well so when I build my new i7 rig my mom can use this and she won't need to do anything to it and can leave it on as long as she wants..... looking to spend maybe $50 max with cpu cooler and 2 fans...

Well, if that then just go for the S-964 and a few fans;)

This will answer your PM...I will post it here so others can see it.

I did not do a full professional job and strip it down to bare metal...primer and sand...primer and sand. Paint and sand...paint and sand. I just did it real quick and simple. It came out very nice. I have seen people try the full method and it does not look as nice as mine.

It was really very simple actually...I made a plan before I started and knew all the holes and things I wanted to cut out.

1. Took all the extra stuff off the case...this leave it with a bare metal chasis.

2. Made all cuts and adjustments I needed.

3. I had about 3 sheets of 600 grain sand paper and lightly sanded it. I just rubbed it all over really quick...just enough to slightly rough up the paint. It took me maybe 10 minutes for sanding.

4. Sprayed it off in the shower with hot water to remove all dust from cutting and sanding.

5. Let it sit outside for a couple hours to dry good.

6. Started with Primer...2 light coats. I let it dry for about 30 minutes between coats.

7. 2 light coats of black ultra flat. I let it dry for about 30 minutes between coats.

Finished...it maybe took me 6 hours total form unplugging everything to remounting hardware.

I used Krylon spray paint...good quality!

Here is a quick work log:D

Thanks man i'll see if i can do it today.... i'm gonna be using a sand blaster hopefully.. my dad has a friend that can let me borrow one...:D Alot of people say that using electrical tape isn't good but if it works why spend money buying sleeves? Did it work well for you?

electrical tape looks tacky, something you could think about though, have a harbor freight close? You can get heatshrink tubing in long continous rolls(i got some 8mm, 10 meters long for $2.99, with a 50% shrink ratio) and use that as a cheap "sleeve".
