I need your wisdom computer friends....

Old school monkey here I need today's advice on a desktop. I trust your wisdom.

Budget around $1000 - $1500. First off this is for a desktop (just bought a 27" Samsung P2770H for monitor) and will be my main work/play computer. My laptop is dialed in and good to go for personal meetings.

I want a neon/lighted/fun chassis because I have never had one. I am NOT 16 years old (double that). Here is what I need but have never had:

1. Have a fun/cool chassis (lights, neon, displays, aluminum, etc.)
2. Be able to game and upgrade so the motherboard should be capable of a processor upgrade (unless you recommend otherwise)
3. Need a quality graphics card...best performance for the money my friends.
4. YOUR advice. I don't need Blue Ray and I pirate heavily.

1) Assuming you're located in the US?

2) OS Required?

3) At this price point...you might want to consider waiting another month or so until AMD's radeon 6000 series GPUs are out, or even next year when bulldozer CPU is released.
 
Live in the US. Need Win 7 but not familiar which versions are worth the extra bucks or not (or if they are "borrowable" like they used to be - getting locked out of windows updates).
