I think my motherboard is toast, or is it something else?

Hey everyone,
I was given a computer from my friend (I've posted about if before on here) that he couldn't get to work. I'm trying to figure out what the problem is but I'm still not sure..

The computer will not post, nothing comes up. The power switch works, and I can hear the fans spinning up. That is all that happens...

I just tried replacing the power supply and that wasn't the problem, it did exactly the same thing..

I've also tried disconnecting everything from the mobo, the hard drive, the ram, everything. I cleared the CMOS too.

Is the motherboard dead? Its an Asus a7v400-mx.

bad cpu or ram?
bad video card?

if your cpu or ram is faulty it might not be able to post.
video card/monitor/vga cable might be the problem also because it's giving a black screen (I assume).

If you have multiple ram sticks try either one in both or more ram seats.
try another cpu if you have
switch the video card/monitor/vga cable.
