So after we changed plan from 100MB up and down, to 300MB up and down. My internet has started acting weird. At first the sites that always load fast, are loading very slow so i have to F5 many times. I got so confused because that never happened to me before with 100 Up and down. I did internethealthtest.org test and there are some weird download spikes, for example https://i.imgur.com/5fzSUVI.png .
At one point the download goes as far as 0.03 Mbps.
    Am i getting throttled?

Can it be because im using google dns?
Edit: I used firefox this time and now there was no 0.03Mb download but the same connection to the server goes up down up for no reason https://i.imgur.com/C88HSAf.png

The test was done on computer not a laptop. A direct cable.

This sounds like a DNS issue to me. The fact that new pages need time to load. What is your network? Standard fibre to home behind NAT with DHCP done on the router? Which router?

What OS, network card. All updated?

    Run speedtest.net and post results.

Has your ISP come out to look? Did they just up your package or come out and do something when you upgraded speeds? Imagine you've tried multiple devices?

Well, they did come. And they looked at something running tests if some sort. Gonna run tests when I'm back home.
