i told you i'd be back, im stuttering again on my 4870 512mb

alright i have no idea what could be causing the stuttering this time. i updated the bios, GPU drivers, downgraded the GPU drivers, installed the PCI-E controller, everything you can think of, so the only thing i can think of is hardware. BOTH my cards (other one is 4670 1gb) are stuttering and i have no idea why. i also did a fresh install of windows, did nothing. 2 things i can think of,

1. hard drive hitching, which i have no idea what that is (explain if you can)

2. bad mobo (i may have shorted it out a little) or PCI-E slot.

can you help me here?? anything would be appreciated.
 
i MIGHT have fixed it, ran windows update, and disabled a service for windows media player networking, i haven't noticed any stutter yet
