It sounds to me that I should stay away from the 4690 S and T's and go with a straight 4690? I don't need 20 watts lower power.

I'd go for a K variant for the unlocked multiplier, though.
The K variant of the i5 4690 isn't yet for sale. So I recommend going with the i5 4570K.
There is no reason to get the K if I'm not going to over clock. If you want to over clock why not just buy the CPU powerful enough so you don't have to over clock? Isn't the 1600 RAM as high as you can go without over clocking? Also if I get the 4570K and over clock it and put the 4690 next to it would I see any difference?
