Iceberq 4 Cooling Kit???

I am thinking about getting an Iceberq 4 cooking kit for my radeon 9700 pro card. my question is will that really make a difference as far as running the card cooler and overclocking and such. heres a link to it:

As much as i like Vantec and their cooling solutions i dont have a lot of faith in that cooler .... seems a bit on the dinky side (then again im used to dealing with NVSilencers/ATISilencers)
