Icon backgrounds

Is there a way to make the background-thing of the icons a different color? Like here:

Could I make it clear or black?

you can change the icon to whatever you want, cjsut right click on it and slelect the image you made

Right-Click "Start" > Explore > Control Panel > System > "Advanced" Tab > Under "Performance" click the "Settings..." button > Check the "Use drop shadows..." box

You're done.

Really? That always works for me. My background is black and so are my icons' backgrounds.
