Ide hdd

I just put together a PC I found in the closet for my mom and it uses an old IDE HDD. Its a dual core AMD 2.4ghz with 2gb ram and a 8600gt. Ive been having rly slow startup after I log in and everything takes forever to open for the first couple minutes. I was wondering if this is the fault of the seriously outdated HDD?

download and run ccleaner.check the start up programs and disable programs you don't use every time your on your PC and uninstall the crap you don't use.run the registry cleaner, then run the cleaner to get rid of junk files.

only startup I have is skype and I just wiped the HDD prior to a clean install of windows :/
