IE works in safe mode only

1. Click "Tools" and select "Internet Options".
2. Click the "Advanced" tab on the right.
3. Under "Browsing", remove the "Enable third-party browser extensions" check box.
4. Click "OK" and close out of all instances of Internet Explorer.
5. Relaunch Internet Explorer.

If it works fine, then incrementally enable individual add ons and until you find which one is causing the problem. Uninstall that one.
 
I disabled add on in the browser didn't seem to help.I checked disc errors and
fixed them I guess.I checked and defragmented the files.
In volume size 69-cluster size 4KB-used space 23.79-percent free space 65.
Now in safe mode IE won't work at all.It was working fairly fast before.
IE does work in reg mode but really slow.To slow to actually use.

Maybe when I made the recovery of XP yrs ago it missed some files or something happened that it didn't download correctly.
If I got another recovery cd from HP maybe that would at least have SP3
on it and still would be missing some updates from Microsoft. Do you think that would
be a good option? At least if it would work I'd know I learned what went wrong.

Unfortunately, HP won't have any recovery cd's for your model since it has XP installed. They haven't had any in years. Your best bet would be to Get windows 7 and install it depending on your system specs. What is the model number of pc you have so we can check it specs?
 
Unfortunately you will need a new machine. Windows XP support ended earlier this month. There may be a recovery partition on the hard drive that you can boot into to reinstall windows but you would be better off with a new machine.
