I'm limiting my upload speed in a program... is there any software that can confirm that my upload output is actually being limited?

In other words is there any program I can download that can tell me how much total speed I am currently downloading and uploading with.

DU Meter. Google it, only a30 day trial. But unless your really stupid, shouldnt take that long ot see if the uploads being capped
