image doesnt come out of graphics card,driver problem

hello
i installed new graphics card ati radeon 9000 pro pci 64mb and the computer wont display the image on my graphics card output. there is a problem with the driver of the graphics card, cause when i install the driver he cant find some files on ATI cd-rom that i got with the card (drivers from hercules site dont work either....) when i boot the pc he says he cant open ATI control panel (my pc is win98se)
anyone knows the solution?
