Lets see your video card temps, first tell us your card and if you have stock or modified cooling and then what the temps are at a idle with 20%, 25%, and 30% fan speeds. I figure going above 30% fan speed at idle may drop the temperature reading below the scale.

Diamond radeon HD 4870 1gb
stock cooling
20% - 73 deg
25% - 60 deg
30% - 53 deg
 
XFX GTX 260 Core Edition Core 216
Core - 576mhz / GDDR3 - 2000mhz
Fan on auto setting: (40%, hardly ever gets over 50% even during intense gaming for some reason...?)
40% (Auto) idle = 38*C
40-50% (Auto) load = 69*C

70% (Rivatuner manual) idle = 32*C
70% (Rivatuner manual) load = 62*C

100% (RT Manual) idle = 31*C
100% (RT Manual) idle = 53*C

Overclocked (Core 626mhz / GDDR3 2166mhz)

100% load = 36*C
100% load = 73*C


eVGA 7800GT

Core - 470mhz / GDDR3 - 1100mhz

Auto fan:
idle = 36*C
load = 54*C

Manual fan (75%)
idle = 34*C
load = 48*C

Manual fan (100%)
idle = 33*C
load = 41*C

Overclocked, Fan 100% (Core 510mhz / GDDR3 1190 mhz)
idle = 38*C
load = 70*C

**Ambient temp is 76*F.
**Case is Xclio Windtunnel with 2 x 250mm side fans running at 100% and 1 x 120mm intake and 1x120mm exhaust fan running at 100%.

System using GTX260 is in sig. System running 7800GT is my wife's gaming rig:
