in need of RAM and acceleration

$250 isn't going to give you much. Even looking at refurbished will be around $300 or more.

It sounds like you'll have to resolve these nonsensical family politics first.

Right, because working with something every day makes you an expert... From your posts so far, you are FAR from an expert.

can we please stop talking about this far from a expert thing please?

This is false, if anything Windows XP is the most likely OS of the 3 to become infected due to it not being supported by Microsoft anymore, and therefor doesn't get security updates. While Windows 7 is old compared to 8.1/10, it's MUCH better than Windows XP or Vista. You can upgrade to Windows 10 for relatively cheap, or maybe even free still.

Do you have a phone? I had the same restrictions when I was a kid back in the early 2000's, but these days it's nearly impossible to prevent kids from using a device to access the internet in their rooms without severely restricting what they are able to do. I would honestly talk to your parents about the reasons why you should have a computer in your room (homework, research, games, etc.), and how you will not do things that they don't allow.

1. You can't get computers with XP on them anymore unless its used from a actual person and not a company.
2. This thing about any particular OS that is more capable of getting viruses over another is rubbish, though XP would be more susceptible to infections compared to any newer OS since its no longer updated for security. Any operating system is capable of getting any infection, you just have to be careful of your browsing and email habits.
