Induce Lag?

Is there any way to slow an application down 25+ percent? I've got a game that's running at an almost unplayable speed.
 
It doesn't exactly sound safe... Sure this thing won't burn up my computer?

I don't understand how a game can be playing at an unplayable speed. Correct me if im wrong but isn't a game designed to run at what ever speed its running at? Or are you attempting to find a way to get an edge on people? You could underclock your G card or something

I don't really understand either. It's like the speed of everything has been doubled from what should be normal. For example, the idle movements of a character appear as continuous movement, and navigating menus is difficult because hitting the down key makes the selection jump to the bottom, apposed to moving down just one option.
 
try running the game at a higher resolution, it'll slow things down a bit
and yes cpu-burnin is safe... its used to stability testing program for CPU's but will create lag if you try playing a a game at the same time
 
If it is an old game it may just run fast/slow because of the CPU clock speed (ie. the original red alert, or other pre-CnC3 CnCs). They have a speed slider that might help in the main menu or you can run http://www.cpukiller.com/ I used to need it for a few games but I don't play them much anymore.
