Installing Photoshop on Windows11

Hi,
I bought a Lenovo laptop with Windows11.
I installed Photoshop Elements 11 from an official disc with code.Everything seemed ok until I restarted the laptop and got a startup message saying laptop was doing an automatic repair.
Auto repair couldn't be done so I had to enter a bitlocker key then reset the laptop from scratch.
Why can't I install PS11?
Is it because it's an old version or simply that bitlocker won't accept it?

What Photoshop, there are many programs called Photoshop, Adobe doesn't come on a disc !

Adobe stopped much support for old software, I had Acrobat X, legal, with serial number, it wouldn't work on a new install, Adobe said it was no longer supported.

Basic question, Have you asked Adobe ?

Photoshop Elements does come on a disc.I bought it from Costco for £20 about 15 yrs ago,see pic.
I haven't asked Adobe . . .

As I said Adobe stopped supporting old software andwindows won't run most of it
