Installing Win XP from Flash Drive?

Dear Forum,
I have a new old computer; a Dell Latitude X1, and am trying to install windows xp on a new hard drive. It does not have a CD drive, so I have loaded XP on a flash drive using WinToFlash program. When I try to boot from USB, it says: Windows could not start because the following file is missing or corrupt: <Windows root>\system32\hal.dll.
I tried copying the file from my computer to the flash drive, but the computer does not recognize it now that I have loaded windows installation program.
Can anyone help?
Thank you!
Sincerely,
Mike

Great that you got it. But it would be even better if you could post what went wrong, so that someone, facing a similar issue, would get the solution without having to ask the question all over again? Thanks :)
