The control of the drive is taken care of by a controller in the cabinet. I have seen them fail. In fact I have had one fail on me personally. With that said, are you sure the drive isn't too big for the controller or anything? Does a smaller drive work?
When it says the hardware is not installed properly, however, that generally means that little controller card in the case is toast.
