Will the 630 P4 be any better in a 32 bit environment than the 530? I am considering building a computer this summer and I plan to use the 32 bit version of windows out of a fear for compatibility issues with some of my current devices. The 6xx's aren't a whole lot more than the 5xx's but I don't want something that's going to be overkill for me.

If you don't need a 64bit cpu I'd suggest the 530, only because it will be cheaper (unless you want to be 'future ready,' then go with the 630). http://www.anandtech.com/cpuchipsets/showdoc.aspx?i=2353&p=1 in this review you can see the 530 and 630 perform pretty similarly.
I tend to agree with Cromewell however if the price delta is like $30 or less, id get the 6xx ... also heard some stuff about the 6xx being slightly cooler than their 5xx brethen although ive not been able to confirm this (nor even bothered looking, only heard it today)
