intel C2D shows only 1 core

hi all..!
I just reinstalled my windows. and after installing a couple of programs, I found out that my CPU only has 1 core.
I looked at windows task manager, device manager, and a lot of places, and they showed me that I only have 1 core on my intel core 2 duo.
does anybody know what the problem is?

I had something similar like this happen with my first Dual Core.

I'm not completely sure but I think my power supply was not strong enough.
The PSU was actually defective.
 
no, it's not a quad core, just a dual core.
on TAT, the second core doesn't show anything.
I just downgraded my Motherboard's BIOS... could that be the problem?
 
so I just upgraded the BIOS on the Mainboard. and it didn't solve the problem. Im really in stress now...,
I bought a intel core 2 duo to have 2 cores, not to have the same single core :(
does somebody know how to solve this problem?

info: Intel Core 2 Duo E6300
MB: ASUS P5B (BIOS version 0806)
PSU: 500W
 
yes it is fully updated with SP2...
I think I did something wrong either with the BIOS, or with the windows with the new installed programs...
Im really in stress right now...
please somebody help-..?
