Ok, I'm doing my own build and I exceeded my budget I gave myself for the computer, not that money is any problem, I don't have anythign else to pay then the computer, but i was wondering, is there a huge quality difference between :

Intel Core 2 Duo E6750

Because I wouldn't hate keeping the 35$ difference between both.

btw it would be used for some gaming, I guess i also do alot of multi-tasking too, programming a little, just incase someone would ask.

the performance difference can be negated by a few hundred Mhz of overclocking, so in essence they are exactly the same. all the same, i would get the e6750 because even though the e6550 can OC to the e6750's speeds, if you OC the e6750 then the other processor cannot beat it

The main difference is the multiplier (assuming you're overclocking). The E6550's multi is really low, and hence you'll need to push the FSB up quite a bit higher to get the same overclock. I'd suggest getting the E6750; It's worth the extra money.

and if I don't overclock ( and i don't think I'll overclock in a while, not somethign I want to touch yet) both are the same?

no the e6750 beats the e6550 by a little bit, but unless you plan to try maxing out crysis or something, you probably wont notice the difference

I would as well (get the E6750). You'll kick yourself down the road if you get the E6550.

Well, later on down the road, you'll want the extra power or overclockability. For that much of a clock speed increase, $35 is nothing.
