Intel E6600 Speeds- Is this right?

I decided to upgrade my Pentium D, to a C2D E6600 2.4ghz. I took a look at CPU-Z, and noticed that the 'Core Speed' is reading at 1600mhz. I'm totally new to C2D, so I apologize if this is indeed correct. But, shouldn't the Core Speed be 2400ghz? I noticed that maybe once every 15-30 seconds, the Core speed will increase to 2400ghz, and the Multiplier will increase from 6 to 9, that will only last for about half a second.

I went to the 'System Properties', and it's reading as 2.40ghz.

1600, 2400

Mobo = ASUS P5LD2
RAM = 1GB
PSU = OCZ 600W

sounds like a case of stepping (i think thats what is called) where the CPU will use a lower multiplier when it isnt being stressed. this is how most laptops operate when in power save mode. i would try doing something CPU intensive (converting a video or something) and make sure it stays with the x9 multiplier
