firstly, how exactly does it work? Can I change when it kicks up the mhz or is it what it is? And finally thank god for it cuz i have overclocked a p4 from 3ghz to 4ghz and it allows me to keep my computer on all the time w/o heat, meaning 18C at idle and 30C at 4ghz.
 
Speedstep doesn't OC your CPU, it downclocks it. It's controlled via BIOS and will scale back the CPu multiplier resulting in a lower CPU clock speed when it's not doing any CPU-intensive task. So, if you're editing video or gaming, it will run at full speed, but when your system is at Idle, it will drop the speed. For example: My CPU's stock clock speed is 3.2 Gh; when my system doesn't need all of it, it drops to 2.4 Gh.

Just FYI, your P4 is NOT running at 18*C. I would suggest comparing the readings of whatever program is telling you that to another.
 
well that is what everyone tells me, but i have used pc probeII i have used pc wizard and i have looked in the bios and all say around 18 at idle... my room is about 66F and the heat sink (zalman 9700NT) is never hot, even around the mount. its always cold to the touch.
and so speed step decreases the multiplier? thats pretty cool, it scales my 3.99ghz down to around 3.168ghz.

My D940 (cooler than a P4) runs at 32*C Idle, 38-44*C under load. Maybe try SpeedFan? PC Wizard told me my CPU was 20*C and my HDD was 37*C (they were swapped).
 
well i guess speedfan doesnt work on vista 64bit... and i dont know if you know but my p4 is a 65nm if that would make the difference? its a cedar mill 631
