Intel wants to charge $50 to unlock stuff

So, is this a plan to make the computer overall more affordable?
Have a good pc, for cheaper, but it gives you the option to upgrade?

I had an archos 605, and it was relativly cheap, at 200, but i had to buy 50$ worth of plugins to get internet, and more codec support, is this the same concept?

Or is intel just trying new ways to make more money?
 
I don't get why they waste money on extra features of these CPU's when only a select few will purchase the upgrade.
